There is a photo of another dress with a plea for assistance in finding it, that is on your page on FB. Are there more than the one you are showing? Is this a pattern of thefts?

Cherokee in Oklahoma have wedding dresses with Eagles.
I doubt the wedding dresses are albino buffalo skin.

Some how, some one has to come up with a pit tag system that can be imbedded in regalia so can be tracked like a cell phone. These are not just merchandise, they are so often gifts of love and symbols of a family’s pride in the dancer. So shameful such thieves exist
