anyone can go, just be respectful. Listen to what the MC says, there will be intertribal dances that you can dance, but otherwise your there to watch, shop at the vendors & check out the food.
Dress respectfully, not sure of your gender, but for example daisy dukes & a halter top are not a decent choice, neither is dressin up like an NDN. Our regalia is special & part of OUR culture, so leave that to us, but you know feel free to polietly ask questions.
A non NDN who goes that is comfortable & proud of thier own roots & just out to learn something new about someone else is generally better recieved then someone who wants to pretend to be NDN.

Oh yeah, Sunscreen, hat, lawn chair & water!!!! especially if your blond or a red head, nothing more unattractive then a redhead who is passed out from sunstroke & sporting skin the colour of thier hair (joke) but really, plan for lots of sun.
