We also make gifts of tobacco to other people as well, special performers, for us it's usually a native dance group, the elder/veteran providing the opening prayer. My understanding of this is, you don't ask something of someone without offering something in return.
I agree with you cause i was always told to offer tobacco to someone if they were going to speak on your family's behalf at a giveaway or if you were asking a drum to sing for your family. I was also taught that tobacco is used to bless the drum and the singers and prayers are offered before any singing begins. but this is the way i was taught

I have seen this type of thing at intertribals, before a new drum takes over. I saw the original drum using loose ground tobaccoe sprinkled on thier drum after they set up and were warming up! I have also seen it used in giveaways, to people that were known to smoke!

I was taught that it was good to know whether the person you were honouring smokes roled or loose tobaccoe for self rolling or use in a pipe!

I would suggest asking people who know the person (s) whom you are going to honour, as to their preference! I have never know a person to reject an offering of tobaccoe as a gift at a pow wow or during a giveaway, because of its powerful signifigance!

When all else leaves you wondering, ask the members of the Pow Wow committee for guidance !

I hope this is of some help to you!
