Powwows all over North America have different protocols and regional differences.

Take the grand entry.

Some powwows are led in by the eagle staff(s).

Others with the American/Canadian Flag and the eagle staff right behind them.

Some are led in by a Color Guard without any eagle staff.

Should the eagle staff be at the front of the grand entry or the American/Canadian Flag?

Why?

easy one. Eagle staff first. Indian "government" was here first so I say our flags go first. push those americna/canadian government flags to the back of the line. thats just how it should be in my beautiful brown indian eyes

Eagle staff first.

Some northern ontario powwows don't even have the american or canadian flags, just the eagle staffs in grand entry. Its cool.

I agree with the eagle staff being the first one in line, I grew up in the pow wow world and always have seen the eagle staff first to respect the elders and war veterans. But as the pow wows are concerned every nation or region has their ways and their beliefs and as the elders say respect the people and their ways they are showing you how they were taught and are proud to be involved in the ritual..... I agree on the Staff coming first...before we are anything...we are Native Peoples first...our color gurd uses the staff at most functions....then comes the American/state flags...and the Pow/Mia flag.Eventually we will have Tribal Flags to represent the tribes represented in our color guard group/community.

Eagle staff is up front.
Then come the flags. Within the US occupation, the US flag goes furthest on the right. (Canadians can specify what is protocol for their flag when within the Canadian occupation.) Veterans follow the flags. Then the head staff. Then the royalty. Then the dancers in their categories.

I never saw a powwow where the eagle staff was stuck behind somewhere, maybe the MC/AD were "new" or something was overlooked. But on rare occasions the flags will be alone IF no eagle staff is available at all. Frankly I'd rather just see the staff and no Occupational flags, period. And that's even speaking as a veteran.
