Skulls and jawbones

I have seen a trend in novice traditional dancers to carry small animal skulls at the head of their staffs and decorated jawbones as part of their regalia.

Has anyone else seen this?

What do these objects mean?

Other than gator skulls, I've seen one person with, an eagle skull, either real or imitation. He had it set up on his staff witht he beak pointing outward.
