first Canadian off-reserve Grand Council of Chiefs
The first Canadian Aboriginal Government created by the grass roots

Presentation to the Canadian population of the off-reserve Grand Council of Chiefs

GATINEAU, July 11 /CNW Telbec/ - The off reserve Aboriginal People are

done waiting. They have waited 35 years only to find out that nothing is

moving. They are also concerned regarding the fact that they are still in the

same position that they were at the beginning. They have decided to take their

own destiny in their own hands; they have created the CONFEDERATION OF

ABORIGINAL PEOPLE OF Canada (CAPC). The creation of the CPAC will assure a

dedicated and adapted development for the next seven generations. This is our

responsibility and this is the way our culture has always been.

In September 2005, an official request was completed by the member's

representatives and upon completion, was sent to the Minister of Industry

Canada in vu to constitute a corporation and Political Corp. under the name of

the Confederation of Aboriginal People of Canada. The ultimate goal was to

establish a Canadian sovereign Aboriginal Government that would be able to

support the different needs and interest of the off-reserve Aboriginal People

of Canada.

On September 20th 2005, the demanders received a favorable response. The

wording used was as follow: "attendu qu'une demande a été présentée en vue de

constituer en corporation une corporation sous le nom de: Confederation of

Aboriginal People of Canada - Confédération des Peuples Autochtone du Canada

PAR CONSEQUENT le ministre de l'Industrie en vertu des pouvoirs qui lui sont

conférés par la Loi sur les Corporations canadiennes constitue les requérants

et toutes autres personnes qui pourront devenir membres de la corporation en

corporation et corps politique, conformément aux dispositions de ladite Loi.

Une copie de ladite demande est jointe aux présentes et en fait partie." This

favorable response signed by the hand of the Minister of Industry Canada,

recognizes the Confederation of Aboriginal People officially as the principal

Interlocutor for the off-reserve Aboriginal People of Canada.

Since September 2005, many months have passed. The founding

administrators have elaborated very meticulously, a draft of the general

By-laws to be accepted at the first General Assembly. After the fact, they

were sent out to many Aboriginal Territorial Representatives, interested in

joining the CPAC, for final revision and concerns. They were to be approved at

the first General Founding Assembly (FGA) scheduled to take place on July 2006

in Gatineau.

In Parallel, the secure database and the first secure National Aboriginal

Status card system were developed. This initiative brings to the CPAC a lot of

credibility.

Gathered in the first Foundation General Assembly, the bylaws were

adopted unanimously. The next event was an historical event. The first Grand

Council of Chiefs was democratically elected, for a four-year term. The

elected Leaders for the CONFEDERATION are:

- Robert Mason Secretary Treasurer (Yukon)

- Jim Sinclair Director de la CPAC (Saskatchewan)

- Andrew Kirkness Director de la CPAC (Manitoba)

- Solange Sansoucy Director de la CPAC (Quebec)

- Raymond Bilodeau Director des Communications

Furthermore, 3 very important resolutions giving a clear direction to the

newly elected National Grand Chief, Guillaume Carle, were adopted. They are as

follow:

1. Preparing and calling an official press conference to inform the

general public and the government of Canada, of the first Canadian

Aboriginal Government and the first off reserve Elected Grand Council

of Chiefs.

2. To take all necessary actions to make an official financial request to

the Canadian government, allowing the Confederation to complete it's

mandate and to hire the needed professional essential resources

permitting the CAPC it's own success.

3. To produce at once, a request to obtain help and support in the

implementation of the new Aboriginal government. Also sitting on the

Aboriginal committee at the United Nations.

Consequently, the main objectives are: Health, Education, and Economical

development adapted specifically to the needs of the off-reserve Aboriginal

People of Canada. Not excluding their fundamental rights, which are guaranteed

by the Canadian Constitution.

In closing, we are proud to announce to the Canadian population that our

motto is:
