Federal Justice Minister, Irwin Cotler. Cotler announced a new strategy to deal with aboriginal justice. He said the strategy should be based on seven Rs: 1. Recognition. 2. Respect. 3. Redress. 4. Representation. 5. Responsiveness. 6. Reconciliation. 7. Relationships. Aboriginals need to be recognized as the original inhabitants of Canada and appreciated for "their experience of victimization," Cotler said. The constitutional and legal status of aboriginal people must be respected, he said, and the wrongs committed against them must be redressed. Cotler also stressed the importance of countering the over-representation of aboriginal peoples in the justice system as victims and as offenders and their under-representation as lawyers, court workers and judges. He said the government must be responsive in meeting legal obligations to aboriginals. Specifically, Cotler pointed to recent Supreme Court judgments that state the Crown has an obligation to consult with aboriginals when dealing with Section 35 of the Charter (recognizing and affirming existing aboriginal and treaty rights). Cotler said if those five "Rs" are realized, then the final two "Rs" ( mutual and authentic reconciliation and renewal of relationships) will be reached.
