Post Job: Alabama-Coushatta Housing Director

Position title: Housing Director

Objective:

To direct the overall affairs of the Housing Department in accordance with the policies of the Housing Board, in order to develop and operate a sufficient quantity of decent, safe, and sanitary housing to provide employment opportunities for low income families living within the Housing Department's area of operations.

Responsibilities:

  • Develop and maintain appropriate plans for Housing activities to provide adequate supply of new housing, mantain existing housing, and achieve financial stability.
  • Develop a staffing plan, employ staff required to develop, manage, and maintain the housing programs, and provide overall supervision and coordinate the housing staff.
  • Provide information required to enable the Housing Board to set policy, monitor staff performance, and properly fulfill its legal and financial responsibilities as the Housing Department for the Tribe.
  • Must be able to supervise Housing staff
  • Work with accounting and fee accountant to produce accurate reports
  • Must have knowledge of preparing APR and MEPA accounts
  • Administer personnel and travel policies, assume responsibility for all personnel acts, and hear employee grievances
  • Cooperate with all tribal officials concerned with the development and management of public housing. Promote an understanding of the program among all members of the Community
  • Administer admission and occupancy policies for mutual help, low rent, and leased housing to assure that the programs are serving eligible families and that proper occupancy records are maintained
  • Monitor the Department's activities to ensure compliance with applicable laws and policies on Tribe, state and Federal levels
  • Develop innovative strategies for development and management of Tribal housing
  • Plan and provide for adequate maintenance services to Housing Department's owned housing units, office, and community
  • Review and supervise the preparation and submission of all HUD-required budgets, requests for funding, financial reporting, and check signging for all Housing expenditures
  • Plan and supervise all housing development activities
  • Coordinate overal housing public relations. Represent the Housing Department at national and local meetings and perform speaking engagements regarding Indian Housing matters

Qualifications: The following are the minimal qualifications necessary for this position.

  • Bachelor's Degree in Public Administration, Business Administration or related field
  • At least 5 years of management experience in public housing or Indian Housing
  • Years of experience in lieu of formal education will be considered by the Alabama-Coushatta Tribal Council
  • Must have experience in NAHASDA
  • Excellent oral and written communication skills
  • Willingness to travel off the Reservation on a regular basis
  • Maintenance of a valid Texas Drivers license
  • The applicant must be bondible
  • Hiring is subject to a drug test as well as a background check
  • Indian Preference in hiring

This position is open until filled. It is a full-time position and long term.

Minimum Pay is $35,000/annum and Maximum Pay is $44,000/annum

Kind of sums up how nobody wants to work in housing in ndn communities. My wife works for our community and has brought in over 4 million in housing dollars in the last 3 years. Yet people hate her and they are my own family. ndns are just ruthless. We aren't very appreciative and don't like anybody when we are told something we don't agree with. She makes approximately $20/hr. so the pay isn't really great either. Your top level is approximately $21.00/hr. Its funny we have no problem paying non ndns good money but we don't want to pay our people a good salary. A job like this in non ndn community gets a salary of at least 50% more and usually double. Kind of sad really.

That's too bad about the situation with your family. Yes, it is sad. It's alot of hard work, and there's a lot of people to please (homeowners, tribal government, federal government, etc), so it can be very stressful, but our pay is at the bottom. I only wish it were more, but since we need one so badly maybe it is negotiable. I would say so.

Hope your situation gets better.
