Flagging Tape

Has anyone ever used flagging tape for fringe? I think that's what its called, its the stuff that fancy dancers put on their bustle tips, real lightweight, cheap, moves well, bright.

Never saw it used a fringe, it's pretty w i d e . And dunno if it's heavy enough not to just flap around. Maybe slit it down the middle with a razorblade and a straight-edge, and fold something into the end for a little weight?
