To make mine I used the Missouri River Pattern. I traced the pattern onto the hide with a pencil on the side of the hide that I was putting on the inside. I cut out the pattern on the top and bottom and left the excess on the sides to use for the fringe. I sewed the sides up then fringed all the excess. If you are going to do beaded strips down the sides, I suggest beading before sewing up the sides.

Spotted eagle is right.
But to really help I need to know what style, what tribe?
Do you have whole deer hides? what kind of hides.
I have made lots of leggings, they are not hard. basically fold and sew. cut fringes with a knife or box opener. (Not scissors) But plan ahead based on the style. Font seam?, side tab?
Once you have decided then the rest is easy. we can walk you thru it.
You should bead before you sew. What type bead work? lazy stitch. plains floral? lots of questions innit?

Lightbulb fringe

I learned a neat little trick for cutting fringe..especially long ones.First you need a large flat surface designed for cutting on.2-You need a exacto knife and several replacement blades.3-a hacksaw blade long enough for however long you want.Lay the back edge of bade toward the portion you are cutting...the serratted edge will hold the material in place...works great...make sure and slice them thin...not too thin....but thin enough if you want to do them southern plains style by twist braiding....try it....:Thumbs

I have tried everything under the sun while cutting fringe. I trying the hacksaw blade tonight!!!
Ono good braintan you can use a roller cutter, but it eats them up pretty fast, knife. or x-acto works best.:)

I'm making Osage leggings. I think I can fringe them. I'm still not sure where or if I should even bead them.

Great. But that does not narrow it down a lot.
There are a couple of styles of Osage leggings worn down here. Simple tube legging with short fringe, front tab leggings (pretty rare now) a lot wear comanche style tab leggings. What exactly do you want? and Yellow or white?
Beaded leggings are real common. Lots of pitures of Bacon Rind in them. But the plain finged do not always have beadwork. It was and is common to have Two lanes of lazy stitch around the cuffs. We will be glad to help.
More info and you get more help..:)

I use scissors when i make them fringes for the leggings and they turn out really good.. I also do both bead on the hide or bead on some material before adding it onto the hids and i hand sew its really easy all you got to do is practise or see before doing lol its what my uncles always says before doing a job like this... well thats all i got for now :d have fun and learn 'em good
