I use the blanket most of the time. I know alot of people use the blanket around the waist also. I do one of those two things.
Among my Comanche people, many wear the vests...mainly members of CIVA (Comanche Indian Veterans Association). Others wear it as well.
When I am in doubt, as to appropriateness, I always err to t he safe side...I.E. my trusty shoulder blanket.....Kio-Manche
